After much wasted time it turned out the fault was hardware related. I can’t see gd it’s not making new dumps, but I’ll do some checking. In the Device Mgr I expanded the Display Adapter and right clicked on the ATI Mobility Radeon Zti and Uninstalled the device the earlier rapr error msg said that the device may still be being used to make sure that it was not being used, then I used RAPR again as Administrator and was able to successfully remove the problem driver.

Problems due to overheating are common, due to vent blockage or dust. But thanks for the suggestion anyway. Yet, another run of this script a day later ran smoothly to completion!
